Facing the bicentenary of the Latin America’s formal independence, it comes to attention that to the present day, the continent still continues reproducing strong ties of dependency. This is highly related to the fact that it has been incapable of generating an endogenous and comprehensive scientific-technologic platform. To break with this condition of submission is a task that intrigues a good number of Latin American social researchers. This article intends to offer some guidelines that may contribute to this mission, articulated in a proposal that shapes into a new accumulation model that the author has named growth from within, where the State is invested with a radically different function to which it has had until now. Latin America still can have a chance in development.
